
HAMAS' U.S.-Based Partner in Terror
Strong evidence ties CAIR to Hamas
Congress MUST pass H.R. 8236 to designate CAIR a terrorist organization once and for all.
The evidence tying CAIR, the Council on American-Islamic Relations, to Hamas is overwhelming and undeniable.

CAIR’s origin stems from a 1993 strategy meeting in Philadelphia of “known U.S.-based HAMAS leaders,” as an FBI agent put it. An FBI wiretap of the meeting revealed that Omar Ahmad — whom an FBI agent named “one of the leaders of HAMAS” — called for a new Washington, D.C.-based political and media pressure group to “bolster our position in America.” The next year Ahmad and Nihad Awad — also present at the Philadelphia meeting — founded CAIR.

An informant told the FBI that Ahmad “asked the [Muslim] Brotherhood's permission to start the CAIR organization. ... The Brotherhood authorized the opening of CAIR.” (The Muslim Brotherhood seeks global Islamic rule and is the parent behind al-Qaida, ISIS, Hamas ... and CAIR.)

Seven CAIR officials have been arrested, convicted, or deported for terrorism-related crimes.

Longtime CAIR National Executive Director Nihad Awad, mentioned above, was born in a Palestinian refugee camp and emigrated to the U.S. in the early 1990s. He publicly declared his support for Hamas in 1994. Shortly after Oct. 7, he declared himself “happy to see” the barbarous massacre of Israeli Jews.

In 2009, a federal judge designated CAIR an “unindicted co-conspirator” in the Holy Land Foundation terror financing trial. When CAIR protested, the judge further ruled that the U.S. government had produced “ample evidence to establish the associations of CAIR ... with Hamas.”

In 2014, the United Arab Emirates named CAIR, along with ISIS, al-Qaida, and the Muslim Brotherhood, to its list of terrorist organizations.
It’s time for Congress to follow the UAE’s lead. Join me and many others in urging Congress to pass H.R. 8236, the Designating Hamas Affiliates in America Act of 2026.
